Cisco donates AGNTCY to Linux Foundation to create an open standard for interoperable AI agents communicating and collaborating securely.
The rise of AI agents, autonomous AI programs that perform tasks without explicit step-by-step instructions, has brought a longstanding tech challenge back to the forefront: interoperability. The critical question is how disparate AI agents can effectively collaborate.
Cisco's AGNTCY project is emerging as a significant solution to this challenge. To foster broader adoption and prevent fragmentation in the development of AI agencies, Cisco has donated AGNTCY to the Linux Foundation. This initiative is backed by prominent industry leaders such as Dell, Google Cloud, Oracle, and Red Hat. The overarching goal of AGNTCY is to establish an open-standard foundational infrastructure – an "Internet of Agents" – that facilitates seamless communication and collaboration among diverse AI agents.
Without such a universal standard, AI agents often operate in isolated silos, diminishing their utility for users. Historically, the tech landscape has seen either the emergence of a single dominant standard, much like Windows for PCs, or the fragmentation caused by competing standards, which can slow down progress, as was the case with early Wi-Fi development. The AGNTCY project aims to create a similar foundational common ground for agentic AI, akin to the role TCP/IP played for the internet.
Vijoy Pandey, GM and SVP of Cisco’s Outshift, highlighted the importance of community ownership over vendor-specific control: "The missing piece isn't smarter agents — it's complete infrastructure that lets any agent work with any other agent, regardless of who built it or where it runs."
AGNTCY was initially open-sourced by Cisco in March 2025 and has since garnered support from over 75 companies. The transition to Linux Foundation governance is a strategic move to encourage widespread industry adoption under a neutral, community-driven umbrella.
Core Components of the AGNTCY Framework:
- Agent Discovery: The Open Agent Schema Framework (OASF) serves as a "DNS for agents," enabling them to locate and comprehend each other's capabilities.
- Agent Identity: Cryptographically verifiable identities allow agents to securely prove their authenticity and perform authorized actions across different vendors and organizations.
- Agent Messaging: The Secure Low-latency Interactive Messaging (SLIM) protocol supports complex, multi-modal communication patterns, including human-in-the-loop interactions and quantum-safe security measures.
- Agent Observability: Specialized monitoring tools are provided to offer visibility into multi-agent workflows, which is crucial for debugging probabilistic AI systems. Jim Zemlin, Linux Foundation executive director, emphasized the project's significance: "The AGNTCY project lays groundwork for secure, interoperable collaboration among autonomous agents. We are pleased to welcome the AGNTCY project… to ensure its infrastructure remains open, neutral, and community-driven."

Interoperability with Other AI Agent Protocols
AGNTCY is designed to complement other emerging standards, such as the Agent2Agent (A2A) protocol and Anthropic's Model Context Protocol (MCP). AGNTCY facilitates the discovery and secure communication of agents using these protocols via SLIM, and monitors their interactions through observability SDKs.Industry Support and Future Outlook
John Roese, Dell Technologies’ Global CTO and Chief AI Officer, underscored the necessity of interoperability: "Interoperability is central to Dell's agentic AI vision. Interworking technologies must accommodate agents wherever they are deployed, whether in public clouds, private data centers, the edge, or on devices." Under the stewardship of the Linux Foundation, AGNTCY's working groups will continue development with broader community participation to accelerate adoption.
